Bardzo dzi\u0119kuj\u0119 za dzisiaj, za spotkanie i mo\u017cliwo\u015b\u0107 przedstawienia swoich uwag.<\/p>\n\n\n\n Speech at the Embassy of the PRC on Artificial Intelligence<\/p>\n\n\n\n Warsaw, August 4, 2026<\/p>\n\n\n\n Janusz Piechoci\u0144ski, President of the Poland-Asia Chamber of Commerce<\/p>\n\n\n\n Your Excellency, Mr. Ambassador,<\/p>\n\n\n\n Ladies and Gentlemen,<\/p>\n\n\n\n Thank you very much for the invitation and the opportunity to speak about the special challenges of today\u2019s and tomorrow\u2019s world for our economies and societies.<\/p>\n\n\n\n In mid-July, in Shanghai, representatives of 29 countries signed an Agreement on the establishment of the World Artificial Intelligence Cooperation Organization (WAICO).<\/p>\n\n\n\n The new organization is intended to promote the development of international cooperation in the field of AI, exchange experiences, create common standards, and support developing countries in implementing new technologies.<\/p>\n\n\n\n The agreement explains that the World Organization for Cooperation in the field of Artificial Intelligence is an independent international intergovernmental organization that carries out the goals of the United Nations Charter, follows the principles of consultation, joint contribution, and shared benefits, and emphasizes a human-centered approach. Its goal is to promote international cooperation and global governance in the field of artificial intelligence so that AI develops in a healthy and orderly way, in a beneficial, safe, and fair direction, bringing benefits to all of humanity.<\/p>\n\n\n\n In the West, many think that the creation of WAICO fits into Beijing’s broader strategy, which consistently aims not only to strengthen its position as one of the leaders in AI development but also to help shape global rules for its use. China presents this model as being based on openness, international cooperation, and greater access to technology, especially for Global South countries.<\/p>\n\n\n\n In my opinion, we can’t look at AI development as a zero-sum competition between the United States and China, or the West and the Global South. In the AI field, competition now goes beyond just developing AI models. For anyone with imagination, this competition is harmful, and what\u2019s really needed instead is cooperation and international agreement in setting rules, standards, and institutions that will shape a safe digital economy in the future.<\/p>\n\n\n\n The more important question is how expanding access to advanced AI capabilities will transform global development. Are we ready, in every sense, to spread and make the most of these new opportunities and possibilities?<\/p>\n\n\n\n The future of artificial intelligence will be defined not only by who builds the most powerful models and how much they make from them, but also by who makes transformative technologies accessible, affordable, and flexible for billions of people. <\/p>\n\n\n\n I dream that affordable and open AI models could: <\/p>\n\n\n\n \u2022 speed up digital transformation without relying solely on expensive platforms; <\/p>\n\n\n\n \u2022 maximally strengthen local national innovation ecosystems; <\/p>\n\n\n\n \u2022 support education, healthcare, agriculture, and public services, as well as the work of local governments and organizations through local AI solutions; <\/p>\n\n\n\n \u2022 reduce technological dependence by expanding available AI infrastructure.<\/p>\n\n\n\n During the opening ceremony of the 2026 World AI Conference, Chinese President Xi Jinping spoke. He presented four very important proposals regarding the development and management of artificial intelligence (AI):<\/p>\n\n\n\n First, sticking to the principle of openness and mutually beneficial cooperation while supporting innovation-driven development. Xi emphasized the importance of promoting open-source, openness, cooperation, and sharing to facilitate technological innovation, industrial development, and AI applications based on different scenarios.<\/p>\n\n\n\n Second, increasing risk awareness and ensuring that AI is safe and controlled. Highlighting the need to ensure that AI is always under human control, Xi called on all parties to jointly oppose overloading the concept of national security in AI or putting the security of one country above others.<\/p>\n\n\n\n Third, encouraging inclusivity and promoting mutual learning. The development of AI and its applications should not weaken or undermine the diversity of world civilizations or the uniqueness of the cultures of different countries.<\/p>\n\n\n\n Fourth, promoting solidarity and improving global governance. The important role of the United Nations should be acknowledged, Xi said, calling for further alignment and coordination of AI development strategies, governance principles, and technical standards.<\/p>\n\n\n\n The Chinese President proposed these ideas to the world, with China\u2019s AI industry in 2025 surpassing 1.2 trillion yuan (around 176.7 billion US dollars), and the sector including more than 6,200 companies. Over 30 percent of large industrial enterprises in China have adopted AI, and leading factories have implemented this technology in over 70 percent of their operations.<\/p>\n\n\n\n It’s important that now other leaders within the UN respond to these demands and point out what unites us and what we can build a consensus and comprehensive agreement around. <\/p>\n\n\n\n A much-needed dialogue between the scientific and business communities is also very important. <\/p>\n\n\n\n Interesting remarks were made as part of Kazakhstan’s AI Strategy by President Tokayev: <\/p>\n\n\n\n He called for a global AI governance system based on: <\/p>\n\n\n\n * fairness, <\/p>\n\n\n\n * transparency, <\/p>\n\n\n\n * integrity, <\/p>\n\n\n\n * equal access for all countries.<\/p>\n\n\n\n He promoted the principle of 'AI for good, AI for everyone’ \u2014 making sure that AI reduces rather than deepens global inequalities. He suggested creating a permanent international platform of experts in:<\/p>\n\n\n\n * AI regulation,<\/p>\n\n\n\n * technical standards,<\/p>\n\n\n\n * ethics and law compliance.<\/p>\n\n\n\n He supported having joint international standards for testing and certifying AI systems. He emphasized the need for international agreements on safeguards against:<\/p>\n\n\n\n * cyber threats,<\/p>\n\n\n\n * deepfakes and digital fraud, and malicious use of AI.<\/p>\n\n\n\n He proposed an international network of AI schools, research centers, and academic partnerships to strengthen global talent. President Tokayev also highlighted in his speech what Kazakhstan has already achieved in the field of AI. They built the Ekibastuz Data Center Valley, which includes: digital infrastructure ready for AI, modular hyperscale data centers, AI labs, research facilities, and a startup ecosystem. Kazakhstan is working on establishing itself as a regional leader in AI infrastructure through partnerships with global tech companies. Significant progress has been made in national AI reforms: the Ministry of Artificial Intelligence and Digital Development was established, the Digital Kazakhstan 2029 Strategy was adopted, the AI Law was enacted, and personal data protection was strengthened.<\/p>\n\n\n\n It’s also worth appreciating Kazakhstan’s multi-vector AI diplomacy, boosting cooperation simultaneously with China, the USA, and international organizations while maintaining strategic technological openness. It’s important to remember that Reuters reported that Kazakhstan is the only country mentioned both in the 29-member WAICO body and in the Washington Statement on AI capabilities. The EU and Poland can\u2019t stand on the sidelines of these processes; only through cooperation and understanding can they help create a friendly global environment for the revolutionary change that is AI. <\/p>\n\n\n\n We also had the AI for Good Global Summit 2026 in July (Geneva, July 7\u201310)<\/p>\n\n\n\n The flagship AI United Nations event, organized by the International Telecommunication Union (ITU) in collaboration with over 50 UN agencies and co-hosted with the Swiss government, has become one of the world’s leading platforms for AI governance, standards, and practical applications. Participants called for:<\/p>\n\n\n\n – The launch of a Global AI for Good Commission \u2014 a new, high-level international body bringing together heads of state, UN leaders, and CEOs of the biggest tech companies to develop practical solutions for global AI governance.<\/p>\n\n\n\n -transition from AI principles to implementation, focusing on trusted AI, international standards, AI safety, digital inclusion, and building the capacity of developing economies<\/p>\n\n\n\n -AI governance has become a key policy topic, with discussions highlighting the need for globally coordinated rules rather than scattered national approaches<\/p>\n\n\n\n -The summit showcased hundreds of AI applications in healthcare, education, climate resilience, agriculture, disaster response, robotics, and sustainable development, highlighting the role of AI in achieving the UN Sustainable Development Goals. UN Secretary-General Ant\u00f3nio Guterres warned that AI is developing faster than regulatory frameworks and called for international coordination in governance, especially to protect children and vulnerable communities.<\/p>\n\n\n\n Your Excellency, Ladies and Gentlemen, AI, as a particularly current challenge, requires urgent international legislation and responsible use. It calls for responsible dialogue and cooperation at the level of diplomacy, politics, administration, business, and everyday life. Not competition through confrontation and trade sanctions, but through agreed and widely accepted rules and cooperation. All participants in this process must be required to be open in the debate so that it is easier to reach the very necessary agreements.
